Publish a version's captured transcript

/playlists/:playlist_id/publish-transcript

Push the stored transcript for a version to the production tracking system as a single custom-entity row. Idempotent via body_hash. Requires DNA_ENABLE_TRANSCRIPT_PUBLISH=true on the backend (404 otherwise) and a meeting linked to the playlist via its metadata.
