Notes being written in DNA, one per (playlist, version, user), until published to the tracking provider.

Retrieve all users' draft notes for the specified playlist. Before answering, DNA syncs notes already published on the playlist's versions from the tracking provider, so notes written elsewhere appear here as published drafts.
